Conduct stakeholder SWOT analyses with four different groups (students, faculty, staff, and administrators) on each campus and with the Board of Trustees.

Coordinate the review of the preliminary draft goals and objectives by the College Councils. Stakeholder groups at the college level discuss the preliminary goals and objectives and respond to trend analyses and tentative goals.
Coordinate the review of the draft goals and objectives by the other college and district-level stakeholders.

Based on the feedback received, revise the draft goals and objectives and the draft DSP sections II, IV, V, VI, VIII, and IX.
Present the revised draft goals and objectives at the Board Retreat.
Review and revise the Implementation Plan (DSP section XI) and the Strategic Plan Implementation Matrix (DSP Appendix A).
Draft DSP section XI, Appendix A, and Appendix B.
Draft the remaining sections of the DSP.

Circulate the full DSP draft to all district and college stakeholders for final review and response.
Make minor changes to the DSP draft as appropriate.
Present the final recommendation to the Chancellor and to the Board Institutional Effectiveness Committee (formerly the Committee for Planning and Student Success).
Make final changes to the recommended DSP.
The Chancellor presents the final recommended DSP to the Board of Trustees for approval.
Makes student completion the highest strategic priority for the district.
